Inspire Award For 2019-20 MANAK Open for schools 

The Department of Science & Technology (DST) is implementing a national program Innovation in Science Pursuit for Inspired Research (INSPIRE) for attracting talented young students to study Science and pursue career in Research. This Program is being implemented since 2009-10.

INSPIRE aims to identify, sustain and strengthen human capacity for Research and Development base of the country. Inspired research achieved by means of an innovative scientific pursuit is the objective of this flagship scheme of the DST. INSPIRE Program covers students in the age group 10-32 years. It has five components spread over in three major schemes. These are:

i. Scheme for Early Attraction of Talents for Science (SEATS) – INSPIRE Award and INSPIRE Internship,

ii. Scholarship for Higher Education (SHE) – INSPIRE Scholarship, and

iii. Assured Opportunity for Research Careers (AORC) – INSPIRE Fellowship and INSPIRE Faculty Awards.

The first component i.e. INSPIRE Award MANAK ( Million Minds Augmenting National Aspiration and Knowledge) scheme, previously known as INSPIRE Award Scheme, is being implemented through State and UT governments with objectives (i) to attract young students to study science and pursue research career (ii) to promote creative thinking and foster a culture of innovation among them.

Under INSPIRE Award MANAK scheme, in a financial year, ten (10.0) lakh ideas are being targeted from more than five (05) lakh middle and high schools across the country, out of which one (1.0) lakh ideas are to be shortlisted for an initial award of Rs. 10000/- each, for preparation of project/model/showcasing of idea and participation in the District Level Exhibition & Project Competition (DLEPC). The students who are eligible to participate under this scheme should be in the age group of 10-15 years studying in class VI to X. The award money under this scheme is being transferred directly into the bank accounts of the students through Direct Benefit Transfer.

The selected students in DLEPCs participate at State Level Exhibitions and winners of State Level Exhibitions further participate in the National Level Exhibition organized every year. The participants of the National Level Exhibition are also provided mentorship for prototype development in association with reputed science and technological institutions of the country.

While implementing the recommendations of 7th Pay Commission, Govt ensured that the commission’s pay related recommendations are accepted as such.

Govt also accepted 7th Pay Commission;s innovative concept of all in one pay scale called “Pay Matrix” which caters to entry pay and pay fixation of all Central Government Employees. Consquently, Running Pay Band and Grade Pay introduced by 6th Pay Commission were done away with.

Fixation of pay in the revised pay structure as per Rule 7 of Central Civil Services (Revised Pay) Rules, 2016.-

Step 1 : Multiply Basic Pay of Employee as on 31st December 2015 existing basic pay by a factor of 2.57, rounded off to the nearest rupee

Step 2: Determine the level in Pay Matrix using Grade Pay last drawn – Grade Pay pertaining to each level is given on the top of Each level in Pay Matrix

Step 3. Find the cell in the level determined in Step 2, which contains the amount equal to the figure determined in Step 1. If such cell is available amount containined in the said cell will be the basic pay of the employee. If no such Cell is available in the applicable Level, amount in the immediate next higher Cell will be the basic pay of the employee concerned.

2. In the case of medical officers who are drawing Non Practicing Allowance (NPA) :

As we all know, Medical Officers / Doctors who are serving in Central Government Service were entitled to Non-Practicing Allowance at the rate of 25% on the 6th CPC basic Pay.

Pay fixation in such cases is done as follows.

No. A Government Employee who was on leave on 1st January 2016 and entitled to Leave Salary will be fixed with revised as per Central Civil Services Revised Pay Rules 2016 with effect from 1st January 2016. in the case of Study Leave also

Suspended Employee will get pay revision subject to the final order in the Disciplinary Proceedings.

4. How to fix revised Pay when an employee is officiating in higher Post?

In the case of an employee who is holding a higher post on a regular basis, the revised pay will be based on the pay drawn in officiating post.

Govt has made provisions in CCS Revised Pay Rules 2016, to upgrade the pay of a senior who was drawing lesser pay than his / her junior in the same post prior to 1st January 2016. In such cases, the senior employee gets fixed in the revised pay structure in a Cell lower than that of such junior, his pay shall be stepped up to the same Cell in the revised pay structure as that of the junior.

5. How to apply 7th pay Commission Pay Matrix in the case of Employees appointed on or after 1st January 2016?

Central Government Employees who are appointed on or after 01.01.2016, will be fixed at the minimum pay or the first Cell the level applicable to the post in which the employee concerned in appointed.

Increments in revised pay structure using 7th CPC Pay Matrix

Annual Increment for Central Government Employees will be paid by granting the amount specified in the cell, which is veticallly next downwards in the same level of pay, as the Basic Pay after grant of annual increment.

As per the directions issued to this office by Dy. Controller of Accounts (Tech.), O/o Principal Accounts ice vide letter dated No.F.4/Adv/Pr.AO/35/T-/10.11/565-591 dated 23.03.2019 (copy enclosed) citing ent, Govt. of NCT of reference to Notification dated 31.01.2019 endorsed by Ministry of Flnance Departm hich is regarding enhancement of monthly oement contributions under New Pension Scheme f Basic Pay DA w.e.f. 01.04.2019 and also payment of interest on delayed + DA w.e.f ( NPS ) from 10 % to 14 % remittance of NPS contributions In view of this, all the DDOs under the payment control of this office are hereby requested to submit the salary bills/NPS arrears bils of each month before 20h of every month to avoid the delay and incident of payment of interest on delayed remittance of contributions, to the These instructions may kindly be compulsorily adhered to avold undue inconvenience subscriber of NPS Scheme Encl.

Also as per the orders of the Govt. of India, Ministry of Finance, PAOs should uploed the subscriber contributions detals by 25" of each month and remit the funds with the Trustee Bank by 26h of eech month. F. No. 1/3/2016-PR – In partial modification of para 1(i) of Ministry of Finance’s Gazette Notification No. 5/7/2003-ECB-PR dated 22nd December, 2003, based on the Government’s decision on 6th December, 2018 on the recommendations of a Committee set up to suggest measures for streamlining the implementation of National Pension System (NPS), the Central Government makes the following amendments in the said notification, namely :-

(1) In para 1(i) of the said notification, for the words “The monthly contribution would be 10 percent of the salary and DA to be paid by the employee and matched by the Central Government”, the words “The monthly contribution would be 10 percent of the Basic Pay plus Dearness Allowance (DA) to be paid by the employee and 14 percent of the Basic Pay plus DA by the Central Government” shall be substituted.

(2) The following provisions shall be inserted after para 1(v) of the said notification, namely:-

CHOICE OF PENSION FUND AND INVESTMENT PATTERN IN TIER-I OF NPS AS UNDER:

(vi) Choice of Pension Fund: As in the case of subscribers in the private sector, the Government subscribers may also be allowed to choose any one of the pension funds including Private sector pension funds. They could change their option once in a year. However, the current provision of combination of the Public-Sector Pension Funds will be available as the default option for both existing as well as new Government subscribers.

(vii) Choice of Investment pattern: The following options for investment choices may be offered to Government employees :

The existing scheme in which funds are allocated by the PFRDA among the three Public Sector Undertaking fund managers based on their past performance in accordance with the guidelines of PFRDA for Government employees may continue as default scheme for both existing and new subscribers.
Government employees who prefer a fixed return with minimum amount of risk may be given an option to invest 100% of the funds in Government securities (Scheme G).
Government employees who prefer higher returns may be given the options of the following two Life Cycle based schemes.
(A) Conservative Life Cycle Fund with maximum exposure to equity capped at 25% – LC-25.

(B) Moderate Life Cycle Fund with maximum exposure to equity capped at 50% – LC-50.

(viii) Implementation of choices to the legacy corpus: Transfer of a huge legacy corpus of more than Rs. 1 lakh crore in respect of the Government sector subscribers from the existing Pension Fund Managers is likely to impact the market. It may be practically difficult for the PFRDA to allow Government subscribers to change the Pension Funds or investment pattern in respect of the accumulated corpus, in one go. Therefore, for the present, change in the Pension Funds or investment pattern may be allowed in respect of incremental flows only.

(ix) Transfer of legacy corpus in a reasonable time frame: PFRDA may draw up a scheme for transfer of accumulated corpus as per new choices of Government subscribers in a reasonable time frame of say five years. Once PFRDA draws up this scheme, change in the Pension Funds or investment pattern may be allowed in respect of the accumulated corpus in accordance with that scheme.

4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I-SEC. 1] COMPENSATION FOR NON-DEPOSIT OR DELAYED DEPOSIT OF CONTRIBUTIONS DURING 2004-2012:

(x) In all cases, where the NPS contributions were deducted from the salary of the Government employee but the amount was not remitted to CRA system or was remitted late, the amount may be credited to the NPS account of the employee along with interest for the period from the date on which
the deductions were made till the date the amount was credited to the NPS account of the employee, as per the rates applicable to GPF from time to time, compounded annually.

(xi) In all cases where the NPS contributions were not deducted from the salary of the Government employee for any period during 2004-2012, the employee may be given an option to deposit the amount of employee contribution now. In case he opts to deposit the contributions now, the amount may be deposited in one lump sum or in monthly installments. The amount of installment may be deducted from the salary of the Government employee and deposited in his NPS account. The same may qualify for tax concessions under the Income Tax Act as applicable to the mandatory contributions of the employee.

Along with that the child must belong to one of the categories:- SC/ST with Parent’s Annual Income upto 2 Lakh, OBC with Parent’s Annual Income upto 1 Lakh and GEN Category with Annual Income up to 68,000. The Children not satisfying this criterion will not be administered and the list of the rejected forms will be displayed on the website with the reason of rejection.

RRB Group D (CEN 02/2018) Notice Regarding Refund Of Exam Fees 2019.


Railway Recruitment Boards had initiated refund of examination fee to the 
candidates who had attended CBT for Level 1 Posts against CEN 02/2018. 
It has been noticed during the refund process that the refund was not 
successful/could not be initiated for many candidates due to following reason(s):
a) Incorrect bank details furnished by candidates such as incorrect account 
number, incorrect IFSC code of the bank branch, filling up of customer ID in 
place of account number etc.
b) Same account number furnished for large number of candidates. 
c) Account number not provided by the candidates.
In order to facilitate these candidates to correct/provide their bank account details, 
RRBs have decided to provide a one-time opportunity for correcting Bank Account 
Details. Accordingly an Update Bank Account Link will be provided on the official 
websites of RRBs which will be live from 22/03/2019 to 28/03/2019. SMS and 
email will also be sent to these candidates on 22/03/2019 to correct/provide their 
correct Bank Account Details. Candidates are advised to make use of this one time 
opportunity to update their bank details. 
Candidates are requested to ensure that the Bank Account Number and IFSC Code 
entered are correct and advised to carefully check the Bank Account Details 
before submitting the same. It may be noted that modification of bank details 
after submission will not be possible. RRBs shall not be responsible for further 
failure of refund, if any, on account of incorrect details furnished by the candidates 
and will not entertain further correspondence in this regard.

The Gujarat Secondary and Higher Secondary Education Board (GSHSEB) has decided to make tougher the SSC multiple choice question (MCQ) paper. Say it interesting or untoward, but the board thinks its teachers are not up to the mark to do the job of setting tougher questions, and henceforth, has decided to outsource the work from some independent agencies.

The board’s officer on special duty (OSD), M M Pathan, revealed that an agency would be hired to devise a bank of tough MCQs that would aim at testing the students’ understanding about the subject. He further disclosed that last year around 5% questions in the MCQ paper of 50 marks were intentionally asked of a higher standard in order to scale up the knowledge level of board students. Following that, this year the number of tough questions would be bigger.


Viewing the competition scenario, the state board students should be in line with the students of central and international boards, and in order to make that happen, their level has to be raised, letting them perform equally well in the national level competitive exams, said.

Initially, the board had assigned the GSHSEB teachers for the task of formulating a bank of questions that would pose teasers to the students and cream out the brightest from the average students. But sadly, out of the 1, 500 questions submitted by the teachers of each subject, only 30 (apprx) were qualified to come into the category of 'tough'. Most of the questions were found to be picked from the guides available in the market.
